A watt is 1 Joule / Second. Watts per hour is a non sensical unit. If you meant 60 Joules / Hour then the device outputs 1 Watt. If you meant 60 Watts for one hour then it has storage capacity of 60 WattHours. But it cannot possible produce 60 Watts...
